Abes - Bibliographic Agency for Higher Education, was created in 1994 to implement SUDOC, a collective catalog of higher education libraries. Located in Montpellier, which is a city near the south coast of France on the Mediterranean Sea, and it is the capital of the Hérault department. That with 70,000 students nearly one-third of the population are students which are among the highest rates in Europe. Today, SUDOC provides access to 15 million records located in - at least - one of the 1,560 university or research libraries that are members of the SUDOC network. It also contains the serial publications records of the 1600 libraries of the SUDOC PS network as well as the contact details of the member libraries.

As a standardization structure, Abes, in partnership with the BnF, is involved in the Bibliographic Transition program. This redefinition of the methods of structuring, production, and distribution of library metadata aims in particular to promote the inclusion of catalogs of French libraries in the Data Web.
